THE YOUTH AND SPORT

On 13 June 2013, during the official visit of the Prime Minister of Montenegro, Mr Milo Djukanovic, the Minister of Youth and Sports of Ukraine, Ravilj Safiuljin and the Minister of Agriculture and Rural Development, Mr Petar Ivanovic signed an agreement on cooperation in the field of sport, physical education and youth policy between the Ministry of Youth and Sports of Ukraine and the Ministry of Education of Montenegro.
The aim of the agreement is to provide the necessary legal conditions for the development of bilateral Ukrainian-Montenegrin relations in the field of sport, physical education and youth policy through the central executive authorities, international non-governmental youth organizations and non-governmental sports organizations. This document provides the mechanism of cooperation in concerned fields.
In accordance with the contents of this document, the Agreement will regulate Ukrainian-Montenegrin relations in the field of sport, physical education and youth policy. It is foreseen that relations shall be provided to central executive authorities, state authorities in the field of sport, physical education and youth policy of Ukraine and Montenegro and also to international non-governmental youth organizations and non-governmental sports organizations. The development of relations and cooperation will be enabled based on directly signed agreements between the central bodies of executive power and international non-governmental youth organizations and non-governmental sports organizations
Cooperation agreement was made due to the need to create a normative legal base for Ukrainian-Montenegrin cooperation in the field of sport, physical education and youth policy.


Agreement on cooperation in the field of sport, physical education and youth policy between the Ministry of Youth and Sports of Ukraine and the Ministry of Education of Montenegro

The Ministry of Youth and Sports of Ukraine and the Ministry of Education of Montenegro (hereinafter referred to as the Parties), following mutual desire to strengthen relations and the development of friendly relations between the peoples of the states of Parties, expressing confidence that creation of close mutual relationships in the field of sport, physical education and youth policy contributes to the deepening of mutual understanding between young generations of Montenegro and Ukraine,


agreed as follows:

Article 1
On mutual basis, the Partiespromote the development of friendly relations between youth and sports organizations of the states of Parties, particularly through meetings, exchange programs and other forms of cooperation deepening between the central executive powers and non-governmental organizations operating in the fields of sport, physical education and youth policy (hereinafter referred to as organizations-partners).
Article 2
The Parties shall promote the development of direct relations between organization-partners at all levels, whose cooperation is accordance with the objectives of this Agreement, including mutual visits of delegations and exchange of information on matters of common interest. Jointly programs will be implemented in case of reaching an agreement between organizations that cooperate together. Responsibility for organization and financing of liabilities that appear in the implementation of the project will belong to organizations that implement them.
Article 3
The Parties shall promote the development of direct relations between research institutes and centers which deal with youth problems, physical education and sport, including the following forms of cooperation:
- participation of scientists and professors in scientific and technical conferences, seminars, symposium, which are held in the states of Parties;
- exchange of scientists for the purpose of giving lectures and consultations, organization of joint research for purpose of specialization and better qualification;
- exchange of specific literature on issues in the field of sport, physical education and youth policy.
Article 4
Parties stimulate and encourage the representatives of the states of Parties in sports and youth common events: festivals, conferences, camps, symposiums, seminars, exhibitions, forums, tournaments, volunteer exchange programs and other events, as well as the exchange of experience of experts in the field of youth and sports policy, large achievements in sport, sport for all people, sports medicine and anti-doping policy.
Article 5
Parties selflessly encourage organized youth groups, as well as representatives of Parties who reside in the territory of the other Party, within certain joint programs and events.
Article 6
Parties ensure the exchange of information on activists of Youth organizations and movements in their countries, sports organizations and clubs, activities related to the normative and legal security of state youth and sports policy in Ukraine and Montenegro.
Article 7
All types of activities included in this Agreement must comply with and be implemented in accordance with the legislation of the states of Parties and financed by the funds provided by the budget of the states of Parties, as well as from other sources, which are not prohibited by the legislation of the states of Parties.
Article 8
The provisions of this Agreement shall not affect the rights and obligations of the Parties, which arise from other international agreement, whose participants are Ukraine and Montenegro.
Article 9
Differences and disputes arising from the interpretation or application of this Agreement shall be settled through consultation and negotiations.
Article 10
This Agreement shall enter into force on the date of signature. The agreement is concluded for the period of five years. After the ending of this period, the Agreement shall be automatically renewed to the next five-year period, unless one of the Parties fails to notify the other Party in writing about its termination at least six months prior to the expiration of the Agreement.

Agreement is signed in Kiev, on June 13 2013, in two original copies in Ukrainian, Montenegrin and English languages, where all texts are being equally valid.
In case of discrepancy in the interpretation of the provisions of this Agreement, the text in English shall be valid.
